I didn't think about this earlier, but it's technically called a refractory period. (Odd, given the standard meaning of "refract.") As a general rule almost all men naturally have (need) one, and (fewer, I think, but still) most women, although it can be trained out of both sexes and/or intentionally ignored and suppressed.
