It seems to be a crowdsourcing-for-okcupid thing, like voting on approving new questions submitted by users (I don't know if that's still a thing because I haven't done it in years). http://www.okcupid.com/flagmod - but I don't know what their criteria for who can access that is. I got an invitation to do it when I flagged that profile.
